NHI (National Health Insurance)
Taiwan's national health insurance (NHI) is a social safety net program that provides healthcare coverage for both employers and employees. Here's a breakdown of how it works in the employer-employee context:
Shared Responsibility:
Both employers and employees contribute to the NHI program through monthly premiums deducted from the salary and paid by the employer.
Benefit for Employees:
NHI ensures employees have access to a wide range of medical services, including hospitalization, outpatient care, medication, and preventive care. This reduces their financial burden when seeking healthcare.
Benefit for Employers:
A healthy workforce is a productive workforce. NHI helps keep employees healthy and reduces absenteeism due to illness.
Labor Insurance
Employee labor insurance in Taiwan provides financial protection for employees in various situations. Here's a quick rundown:
Coverage:
It safeguards employees in case of childbirth, injury, illness, disability, retirement, or death.
Who Pays:
The cost is shared between employers (70%), employees (20%), and the government (10%) for most programs.
Benefits: Depending on the situation, employees may receive financial aid, medical care coverage, pensions, or lump sum payments.
Management:

Pension
Taiwan's government pension scheme for employees is called the Labor Pension Act and it functions through individual accounts and potential annuity programs. Here's a breakdown:
Individual Accounts:
Employers contribute a minimum of 6% of an employee's monthly wage to an individual labor pension account managed by the Bureau of Labor Insurance (BLI). This money belongs to the employee and is portable, meaning it goes with them if they switch jobs.
Employee Contributions (Optional):
Employees can voluntarily contribute an additional 6% of their wages to their own account, boosting their retirement income.
Annuity Insurance (Optional):
Businesses with over 200 employees, in collaboration with employees, can choose to offer an annuity insurance program on top of the individual accounts. This provides additional retirement income.
Eligibility:
Most workers under the Labor Standards Act are mandatory contributors, including Taiwanese citizens, foreign spouses, and permanent resident foreigners.
Retirement Benefits:
Upon retirement, employees can access their accumulated savings in the individual account and any benefits from the chosen annuity program (if applicable).
Tax Witholding
Monthly Withholding:
Employers in Taiwan are required to withhold income tax from employees' salaries each month on the date of payment.
Income Level and Tax Bracket:
The specific withholding rate depends on the employee's income level and tax bracket. Taiwan uses a progressive tax system, so the tax rate increases as the employee’s income rises.
Threshold:
In 2024, the monthly withholding threshold is NTD 88,500 for a single person. This threshold changes based on the number of dependents claimed.
Withholding Rate: The withholding starts at 5%, but the actual amount depends on the employee’s salary, as determined by this government table.
Foreign Residents:
Additional withholding applies to foreign residents who haven't been in Taiwan for more than 183 days in a calendar year.Additional information:The monthly basic wage in Taiwan is currently NT$27,470 (as of June 2024).
Therefore, the 1.5 times the monthly basic wage is NT$41,205.
This means that if an employee's total monthly salary is less than NT$41,205, then their
employer will withhold 6% of their salary in taxes.
If an employee's total monthly salary is NT$41,205 or more, then their employer will
withhold 18% of their salary in taxes.Example:
If an employee's total monthly salary is NT$30,000, then their employer will withhold
NT$1,800 (30,000 x 6%) in taxes.
If an employee's total monthly salary is NT$50,000, then their employer will withhold
NT$9,000 (50,000 x 18%) in taxes.

National Benefits:
In Taiwan, health insurance, labor insurance, and pensions are provided by the government. Unlike in other countries, private companies do not offer these services.
Requirement for Benefits:
To receive these benefits, employees must be hired by a Taiwanese entity.
Economic Consideration: Starting a Taiwanese entity just to hire staff might not be cost-effective unless you have at least 5-6 employees. Using an Employer of Record (EOR) can help bridge this gap, providing your staff with the benefits and protection of full-time employment without the need for your own entity.
